Luật Pareto rất đúng.  20% thành phần xã hội nắm 80% tài sản của đất nước, nhưng nếu 20% thiểu số vì lòng tham muốn chiếm đoạt nhiều hơn phần tài sản của đa số, mâu thuẫn xã hội sẽ nảy sinh và tồn tích đến lúc bùng phát thành cuộc cách mạng.

Ở Ai Cập, người nông dân bị tước đoạt dần đất đai.  Cư dân đô thị sống trong những chung cư không được hoàn thiện để tránh thuế nhà đất. Khách sạn, nhà hàng, cơ sở sản xuất nằm trong tay các tập đoàn nước ngoài.  Quần thể di tích lịch sử, viện bảo tàng danh tiếng không được trùng tu đúng mức... những dấu hiệu cho một thể chế đã mục ruỗng. Vì thế, Ai Cập cần phải thay đổi.
